The agency has been awarded by HUD:

▪ Certificate of Excellence in Management Operations in recognition of exemplary performance for Fiscal Year 2011 under the Public Housing Management Assessment System (PHAS) for outstanding program management, as evidenced by an overall PHAS score of 90 percent.

▪ Certificate of Excellence in Management Operations in recognition of exemplary performance for Fiscal Year 2012 under the Section 8 Management Assessment Program (SEMAP) for outstanding program management, as evidenced by an overall SEMAP score of 97 percent.

▪ Energy Conservation Award in recognition of Gateway Place, a seniors apartment building, being on track to receive the U.S. Green Building Council’s highest honor, Leadership in Energy and Environmental Design (LEED) Platinum rating.

7.16.12 - The Huntsville Housing Authority Board of Commissioners unanimously approved a resolution today to seek guidance from the U.S. Department of Housing and Urban Development (HUD) on how to comply with federal fair housing laws and regulations, and a new Alabama law which was recently passed by the State Legislature.

The implementation of Senate Bill 205 as a new law will require the Huntsville Housing Authority (HHA) to place a newspaper ad for three weeks prior to entering a binding agreement to purchase property. In an effort to show its continued diligence in transparency, HHA took the initiative to place its first advertisement before the law officially goes into effect on August 1, 2012. As a result, public opposition led a property owner to withdraw his property from the market.

All public housing agencies are federally mandated by HUD to deconcentrate poverty. HHA Board Chairman Phillip Redrick told reporters after today’s meeting that the agency wants direction on how it should proceed and to ensure the new law does not impede its ability to Affirmatively Further Fair Housing.

Additionally, the new law restricts HHA’s use of Eminent Domain. Redrick told reporters that HHA has never attempted to use its powers of Eminent Domain. He says it has no plans to utilize those powers.

02.20.12 - The Huntsville Housing Authority Board of Commissioners unanimously approved at its meeting today (Feb. 20, 2012) a resolution opposing Alabama House Bill 168 and Senate Bill 21, and any other applicable house or senate bills.

The proposed legislation would require the Huntsville Housing Authority, if interested in purchasing a property, to provide 30 days before entering into a negotiation with the owner, notice by first class mail to each residential and business address within 300 yards of the property.

The Huntsville Housing Authority is concerned the procedure would impede its ability to comply with federal fair housing laws and regulations, particularly the Fair Housing Act and obligations to Affirmatively Further Fair Housing
