HUNTSVILLE HOUSING AUTHORITY HELPS RESIDENTS LAND JOBS
HUNTSVILLE – The Huntsville Housing Authority (HHA) is proud to announce its first public resident hire using Neighborhood Stabilization Funds (NSP). HHA has hired Marcel Butler, a Sparkman Homes resident, who will do renovation work with a local construction crew on an NSP purchased home. The new hire is part of the Section 3 program that helps provide jobs for public housing residents and awards contracts to businesses in areas receiving certain types of HUD financial assistance.
Congress established the Section 3 policy in 1968, to guarantee that employment and other economic opportunities created by federal financial assistance for housing and community development programs should, if possible, be directed toward low- and very-low income persons, particularly those who are recipients of government assistance for housing.
“The Section 3 Program fosters local economic development, neighborhood economic improvement and individual self-sufficiency. This is an important tool to help community residents reach some level of success in transforming their lives. HHA has a strong commitment to the Section 3 Program and I hope this will serve as a model for other agencies,” said Michael O. Lundy, Executive Director/CEO, Huntsville Housing Authority.

Section 3 residents are:
• Public housing residents
• Low and very-low income persons who live in North Alabama where a HUD-assisted project for housing or community development is located.
Determining Income Levels:
• Low income is defined as 80% or below the median income of that area
• Very low income is defined as 50% or below the median income of that area
Businesses can recruit in the neighborhood and public housing developments to inform residents about available training and job opportunities. Distributing flyers, posting signs, placing ads, and contacting resident organizations and local community development and employment agencies to locate potential workers are effective ways of acquiring jobs.
