Housing Choice Voucher Program

 

The Housing Choice Voucher (HCV) program provides assistance for low-income families in the private rental market through the Housing Assistance Payments Program. Housing choice voucher holders select a unit from the private rental market. Rental assistance makes market rate housing affordable. Program participants normally pay no more than 30% of their monthly adjusted income towards rent and utilities. The Housing Assistance Program subsidizes the balance of the rent to the property owner.

The Huntsville Housing Authority administers approximately 1,199 vouchers. With a voucher, a family is able to select a home in the private rental market. If the family chooses to move, the assistance is transferable. All housing must be inspected by HHA and meet Housing Quality Standards.

The HCV program only accepts applications on a periodic basis due to turnover and/or additional funding restraints. Applications are usually accepted every 10 to 15 months for only two to three days. Families are selected from a waiting list and are offered assistance as allocations become available. After all requirements are met, a contract is executed and assistance begins.
