OBJECTIVE: One of the priorities of the Huntsville Housing Authority (HHA) Housing Choice Voucher Program is to broaden the housing choices for low-income families. To accomplish this goal, you must have an understanding of the portability rules and procedures that are available to assist families with the location of housing anywhere in the Huntsville Housing Authority jurisdiction and outside of its jurisdiction.
The Huntsville Housing Authority Housing Choice Voucher Program jurisdiction is anywhere in the Huntsville and Madison County areas.
A family may request to receive Housing Choice Voucher assistance to lease a unit outside the HHA jurisdiction. You may select anywhere in the state of Alabama, or anywhere in the United States that is administering a Housing Choice Voucher Program.
Porting Out of Huntsville
To request portability and receive assistance outside of the HHA Housing Choice Voucher Program jurisdiction, the family must:
Contact the HHA Assisted Housing Office.
Be income-eligible for the area you wish to relocate to.
Be advised on how to contact and request rental assistance of the Housing Authority in the area to which you are relocating.
Complete ALL required HUD and HHA forms for portability.
The family must promptly contact the receiving Housing Authority and comply with their procedures for incoming portable families.

Porting In to Huntsville
For participants coming into the Huntsville Housing Authority jurisdiction, the family must:
Contact the Housing Authority/Public Housing Agency that issued your voucher.
Complete all required HUD and PHA forms for portability. Forms should be sent to:
